SERVICES
At Ratthota Pradehsiya Sabhava ,
We are hereby obliged to provide the services related to public utility services and the following basic services in accordance with the prescribed standards
Certificate of Non-Encumbrance and No Objection
Target time duration – 30 minutes
Requirement to be fulfilled
- The application can be obtained without any payment (the applicant must be the owner of the relevant property to obtain the certificate).
- With the application, the following documents must be submitted:
o A copy of the deed for the relevant property (the original deed must be presented).
o Two copies of the survey plan.
o If documents related to items 1 and 2 are mortgaged to any institution, copies must be certified by the relevant institution.
o If the survey plan was prepared after March 4, 1999, it must be approved by the local council.
o If the property is located within the boundaries of a land tax area, the land tax number must be provided.
o If the applicant is not the owner indicated on the deed, a request letter from the owner authorizing the applicant to obtain the certificate must be certified by a GS (Grama Sevaka) or JP (Justice of the Peace).
o A copy of the owner’s national identity card must be submitted.
A fee of Rs. 2600/- is charged for the issuance of the certificate within the area of urban development authority. A fee of Rs. 1850/- is charged for properties under the local council jurisdiction.
The certificate can be obtained after submitting the relevant payment.
Reservation of Sports Grounds
Target time duration – 20 minute
Requirement to be fulfilled
- Submit a request letter or application to the local council.
- Payment of the required fees.
- Fee Structure:
I. Rs. 1000.00 for state institutions
II. Rs. 10,000.00 for private events
III. Rs. 5000.00 for meetings
IV. Rs. 2000.00 for sports competitions
Obtaining a water bowser
Target time duration – 01 hour
Requirements to be Fulfilled:
1. Obtain the application form.
2. Submit the completed application along with the required fees.
3. (A recommendation from the technical officer is mandatory.)
4. Fee Structure:
o For a 6000-liter water bowser:
Within the limits of Rathtotam – Rs. 7500.00
For every additional kilometer beyond the limits – Rs. 250.00
o For a 2750-liter water bowser:
Within 6 km of travel – Rs. 3000.00
For every additional kilometer – Rs. 100.00
Permission to Damage the Road for Water Pipe Installation
Target time duration – 01 hour
Requirements to be Fulfilled:
1. Submit a letter to the local council from the National Water Supply and Drainage Board or (for a private water pipe route).
2. Payment of the regulatory fee, which is free and secure.
3. The deposit will be released after written notification to the local council regarding the completion of work, based on the instructions of the technical officer.
Removal of Hazardous Trees and Public Complaints
Target time duration – 02 days
Requirement to be fulfilled
- Submit a request letter to the local council and complete the application form to be submitted to the office.
Modification of Name in Land Registry
Target time duration – 07 days
Requirements to be Fulfilled:
1. Complete ATD FORM 1 (name change application form).
2. Property deed.
3. Relevant land survey plan.
4. A photocopy of the published notice for assessment (K form).
5. A certificate regarding property inheritance for a period of 18 years.
Repairing Street Lamps
Target time duration – 07 days
Requirements to be Fulfilled:
1. Submit a request letter to the local council.
Issuance of Environmental License
Target time duration – 30 days
Requirements to be Fulfilled:
The application can be obtained after payment of the fees. Along with the completed application,
the following documents must be submitted:
1. A copy of the trade license obtained from the local council for the relevant year.
2. A copy of the deed for the relevant property (certified as a true copy).
3. A copy of the land survey plan related to the above deed (certified as a true copy).
4. A route map to access the relevant location.
5. An approved copy of the building plan or a general plan for the industry.
The environmental license can be obtained after payment of the required fees.
Approval for Subdivided Land
Target time duration – 14 days
Requirements to be Fulfilled:
1. The application for land subdivision can be obtained after payment of the fees.
2. Submit the original copy of the survey plan related to the relevant property along with two copies certified by a licensed surveyor.
3. A copy of the deed.
4. Approval can be obtained after payment of the required fees.
Approval of Building Applications
Target time duration – 14 days
Urban Development Authority – 01 Month Local Council Authority – 14 Days
1. The application can be obtained after payment of the fees.
2. Along with the completed application, submit the building plan approved by a licensed engineer.
3. Three copies of the building plan must be submitted.
4. A copy of the national identity card, a copy of the deed, and a copy of the survey plan are required.
5. Approval can be obtained after payment of the required fees.
Issuance of Trade License
Target time duration – 14 days
Requirements to be Fulfilled:
1. The trade license application form can be obtained from the office without any payment.
2. Submit the completed application to the relevant officer.
3. The trade license can be issued after payment of the required fees and receiving the relevant recommendation.
Library Services
Target time duration – 1 month
1. Membership application fee: Rs. 50
2. Renewal fee for members: Rs. 50
3. Membership deposit: Rs. 100
4. Members can borrow 2 books at a time, which must be returned to the library within two weeks.
Cemetery / Crematorium Services
Target time duration – 3 days
1.Application forms can be obtained free of charge.
2. Fee within the Rathtota local council area: Rs. 20,000/-
3. Fee outside the Rathtota local council area: Rs. 30,000/-
4. Applications and payment receipts must be submitted to the relevant officer for the cremation process.
5. Death certificate.
6. Provide a copy of the applicant’s national identity card
Collection of Land Tax
Target time duration – 6 months
1. Assessment of assets.
2. Providing land tax receipts to all property owners.
3. Receiving payments from property owners.
4. Issuing a receipt with a paid stamp.
5. If any delays occur, a penalty will be charged to the property owner.
Leasing of Shops
Target time duration – 6 months
- A tender is called for leasing shops to entrepreneurs.
- The shop is awarded to the highest bidder for business purposes.
- An asset assessment is conducted every 5 years to determine the rent for the month.
- If the rent for a month is not paid, a penalty will be charged.
